Many Victorian teachers have started a new job this year, but they have not been given an important trading tool-laptops.
Some teachers are difficult to attend classes without equipment, while others borrow laptops from students.
"Teachers don't have the tools they need to manage the curriculum," said Judy Crowe, president of the Victorian school administrators association . ".

The principal claimed that the Department of Education had stopped distributing laptops to new teachers in response to a federal court ruling.

It was ordered to pay back $37 million to $46,000 for teachers and principals because its bills were wrong.

She said that the school was unable to absorb the cost of laptops and had a lot of confusion about the department's policies.
Wodonga High School principal Vern Hilditch has been desperately providing laptops to 14 new teachers in his school.
The Ministry of Education told him that they did not allocate the equipment.
"We are a school that relies entirely on IT.
We took some students' laptops to the teacher.
"It is unfair, he said, that teachers have to wait so long to find important tools for their trade.
He thinks there are quite a few schools waiting for laptops.
"It's kind of like what I said to the teacher in the past, walking into the classroom, we don't provide any whiteboard marks or chalk.
"While some schools have old laptops that can be given to new teachers, this is not the case in many fast-growing schools such as Wodonga High School.
"We have allocated what we can, but we need more central reserves.
A spokesman for Hilditch saidA said: "We have children who need to teach . " He always takes a few months to provide a laptop to a teacher who just came to school.
"In view of the recent federal court ruling, we will continue to consult with trade unions, professional bodies and other stakeholders on the best way to implement the project in the future," he said . ".
"Teachers will continue to get a project to provide them with professional use of their laptops.
