Police initially said Ahmed could face charges of making a "prank bomb", although he never told anyone it was a bomb.
Even police spokesman James McClellan admitted there was no evidence that the ninth grader had pretended the clock was an explosive device.
"We don't know what he claims to be a bomb," McClellan said . ".
"He always thought it was a clock, but there was no broader explanation.
