Hammond believes that fundraising can allow the government to "shirk responsibility" and provide adequate funding for the system, which makes it necessary for schools to increase private, sometimes even basic, funding.

Metroland surveyed 28 boards of public and Catholic schools in Ontario.
More than half are reluctant to provide financial information.
Only 11 of the 28 school boards provided total fundraising.
The board's fundraising has injected $26 million into their 788 schools.
The remaining 17 boards only provide broad figures including fundraising, but are mixed with other revenues (See below).
The Hamilton public school council and the Catholic Committee released the school-by-
School breakdown of total fundraising.
The public Council provided teachers and principals with a script on how to answer the Metroland reporter's question.

"There are too many gray areas," said Anne Kidd of the advocacy group, "educating the people.

Funds raised by parents, students and teachers for the benefit of the school cannot be used for learning materials or textbooks.
However, schools can continue to raise funds for sports equipment, musical instruments, technology and arts.

Peter Tabuns, a NDP education critic, said the proposals made no sense.
"It doesn't mean anything if it's not enforced," he said . ".
"We don't have guidelines on speed limits.
If the speed limit is exceeded, there will be legal consequences.
If we just have guidelines for our road speed limit, anyone can guess what impact this will have.
