After more than a decade of planning, months of legal frustration and a rapidly inflated price tag, county officials were finally able to celebrate a milestone in the expansion of the judicial complex on Thursday.

"I think we 've gone a long way," said Stephen eney, director of Freeholder, to the crowd gathered under the windows of the bright tile corridor on the first floor of the building group.
Sweny, also the chairman of the Senate, was just a freshman in 1998 when the county set up a committee to develop a plan to address the growing demand and security concerns of the county court system.
One of the biggest parts of the $100 million overall plan was completed on Thursday as the county demonstrated an expanded judicial complex, the complex increased the number of courtrooms from 4 to 13 through new technologies, increased security and brought the court system into the 21 st century.
"We came up with a plan that we can accept," Sweny said of the plan first proposed in 1999 . ".
"We couldn't afford it. . . .
The court worked with us and I am very grateful to them for doing so.
"In 2007, the cost of work at the Hunter Street complex was estimated at approximately $80 million.
But with countless delays-including lawsuits filed by companies bidding for the project, and battles to make room for the expansion of historic buildings-the price tag has soared to about $100 million.
Since then, the actual cost of the project has been tendered and the work has not only been completed on time, but also faster than expected, Sweni said.
They broke ground in December 2009 and it is expected that the work will be completed within 21 years and 2 years.
This savings will enable the county to use the remaining borrowed money-which has been paid off for more than 20 years-for the renovation of the existing four courtrooms in phase 3 and final stages of the project.

The space parking garage adjacent to the expansion complex was opened on October 2009.
With the completion of the second phase, judges and court staff are eager to move into their new residence.
An employee joked: "I want a room with a view . " At that time, the judges and court staff were visiting.
The new entrance near the parking lot will lead county residents, staff and lawyers to the main stairs that climb the two floors.
The first floor consists of the jury assembly and the Family Division, the finance division and the Administrative Office of the Criminal Justice Institute.
Potential jurors will now have a spacious, comfortable room instead of a narrow, small and dark room

Glenn Grant, acting executive director of the court, said the entire building was also equipped with wireless Internet, so jurors could use their laptops while waiting.
Keeping the finance and family sector on the ground floor will also make it more convenient for those who need to pay or appear in court for family affairs, Grant said.
The second floor consists of 4 courtrooms and 4 courtrooms, conference rooms, juvenile admissions and a legal library.
The third floor consists of five courtrooms, each with a courtrooms and the grand jury with a jury review room.

Projector screens, digital recordings and portable audio/video vehicles for each tribunal will keep the court system up to date.
"With the advancement of evidence technology, the court must keep up," Grant said . ".
More than 20 years ago, when the current Court was completed, it lacked not only the technology used today-because there was not much technology at the time-but also the safety design was not a priority, Sweny and many judges noted.

Curio said jurors now have better seats further away from the rest of the court.
The judges have their own parking lot under the complex and can use private elevators to take them to their rooms.
Prisoners enter the court from their cells through a safer private door.
"The reality is that it's so wonderful for judges and staff, and we're excited about the impact it will have on the public," Curio said . ".

Some of the most important arguments in New Jersey will be heard in Gloucester County.
