Local educational institutions have been set up to provide various services, including training and purchasing, to school districts and municipalities in New Jersey.
Under litigation, EIRC often acts as an intermediary for the purchase of Troxell products for local school districts.

The plaintiff submitted that the Cumberland Commission had paid the money to EIRC, but under the action, EIRC did not give any of the money to Troxell.
Troxell submitted invoices for the goods in question between April 2016 and March 2017.
EIRC Executive Director David lindenmouth joined the center last summer after he attributed the agency's losses to bad business practices in the past and projects that were not implemented as planned.
When lindenmouth arrived, one of his top priorities was to review the financial position of the agency.
He said the investigation into the audit over the past few years showed the severity of the financial problems of the European Economic Commission.
The center employs about 42 people.

In the submission, Troxell included invoices that EIRC did not pay to the districts of South Jersey.

The invoice attached to the suit did not specify the purchase of the Cumberland vocational school.
