mgm national harbor casino on road to construction in prince george’s with key vote - outdoor advertising

Construction is underway at MGM National Port casino.
The Prince George County Planning Commission approved a plan for Nevada on Thursday.
Headquartered in the national port of the United States, a luxury casino resort on the Potomac River, is located at the casino giant MGM International Resort.
The unanimous vote in favor of the design of the $0. 925 billion complex proposed by MGM has brought the project closer to breaking ground and is expected to open in July 2016.
The panel's decision was made after nearly five hours of presentations and public hearings at which residents and civic leaders expressed concerns about the program --
Mainly against the lighting features included in the plan and the large outdoor LED video screen.

23 acres of seating and entertainment, convenient access to the capital city road.
The signs, like the project itself, will have never been seen in Prince George County.
Planners say the county bans outdoor advertising such as e-billboards, and the number of signs planned by casinos is 10 times what the county's zoning regulations normally allow.
MGM officials say the boards are uniquely integrated into the design of the facility and are equally important to the aesthetics and operation of the building.
Some residents and civil leaders say the big screen is one of the most disturbing and objectionable features of the project and will light up on three sides.
Nearby historic sites and residences will light up and have the potential to distract drivers, they said.
"This is not Las Vegas.
Their presence will reduce the landscape of the area on Wilson Bridge and the detour road, "said Richard Kruger, 86, a 60-year-old resident of the county.
"Their Image movement will distract drivers who travel at relatively high speeds on interstate roads and pose a safety hazard.
They are unnecessary and unwanted.
Although the county's zoning regulations prohibit outdoor advertising such as billboards, a report by the county's planners said that outdoor advertising signs were defined as "signs that focus directly on commerce and commodities, services, entertainment, events or other activities held, sold, or provided elsewhere, not on the property where the logo is located.
Planners report that since the proposed video boards will advertise services and activities offered by MGM national port, they are not considered outdoor advertising signs or billboards.
In last December, MGM won the sixth and last gambling license in Maryland.
After the approval of Thursday's planning committee, residents have 30 days to appeal, and the case is likely to be submitted to the county council for review and another public hearing will be held next month.
Construction may begin as early as July.

The resort will have more than 1 million square feet of space available, including a closed parking lot, one of which is dedicated to multiple parking lots for VIP guests, and two parking lots dedicated to staff.

The architect of the project said that the roof greenhouse would be a link to most indoor cycles within the complex.
The project is important for both Prince George County and Maryland, both of which will reap huge economic benefits from the income generated by the facility.
Officials say Prince George County alone will earn between $40 million and $45 million a year.
Due to the tight construction schedule, the county has accelerated the approval process.
Last month, the County Council passed legislation allowing gambling in the county, and this week it approved a bill, designed to ensure fair opportunities for county residents and businesses to work and contract with the project.
The company and county officials said the county administration office and county MGM are working on the details of a development agreement that will outline the specific interests of the county.
The planning commission approved MGM's application, including conditions such as road improvement, pedestrian and bicycle traffic, public safety, and change of signage plans.
MGM has submitted 24-
According to the planners, an hourly security and monitoring plan was provided to the police, including the company's strategy to control the wandering of the parking lot.
Prince George's County police chief, Mark Ma Jue, must approve the program before the county issues a use and occupancy permit for the facility.
To address traffic problems on nearby roads, county planners have suggested several improvements to the transportation infrastructure.
For example, a staff report called for the construction of several ramps to connect directly to the resort from the capital city Bypass Road and Interstate 295.
Planners say a comprehensive transportation plan needs to address specific issues of future demand for public transport, including the location of the bus stop and whether a bus shelter needs to be built.
"While many customers may use transit services, many employees may rely on transit services to reach this site," the report said . ".
"In addition, it is necessary to identify areas where taxis can serve customers, as well as areas where taxis can wait.
"The logo, some of which are visible to the driver at a high speed around the city, will be 60-foot-tall, 100-foot-wide and 35-foot-
Deep video board facing the Potomac River in the center of the building.
There are also 4 49-foot-tall, 90-foot-wide and 71-foot-
Deep video board: along the National Avenue and Harborview Avenue, there are two buildings on both sides of the north and south.
The county's health department, in reviewing the application, asked to ensure that lighting would not affect residential areas nearby.
According to the planning report, the nearest residential property is about 550 feet kilometers away from the casino, and MGM said "lighting will not infringe on adjacent residential properties ".
Russell Perry of Smith Group JJR, the architect of the project, said the signs will run under a range of lighting, brighter during the day and darker at night.
"It's a place for entertainment, so there's an atmosphere of excitement and festivals throughout the event," he said . ".
"In the overall design of the building, it is important to create this atmosphere of excitement.
John P. , member of the planning committee.
Shoaff questioned the need for signage and suggested that the signage be taken away from the magnificent design of the facility, which some speakers described as a building gem.
"I'm not sure if five are needed," he said, questioning the two signs planned to be used on one side of the casino's Harborview Boulevard, a less touristy area facing the historic oakson Hill estate.
The county's parks and entertainment departments have expressed concern about the impact of these signs on the Oakhill Manor, especially in the winter when leaves have fallen.
The agency says additional landscaping is needed to ensure a buffer between the two properties.
MGM has agreed to pay $85,353 to improve the buffer.
MGM also agreed to dismantle the beam originally intended to direct the night sky from the hotel.
With the approval of the board, MGM is required to include a sign in its logo plan that the lighting level or brightness of the board is adjustable during the day and night to limit the impact.
Prince George resident Dorothy F.
This situation has addressed the concerns of residents, Bailey said.
"I think it's exciting to be able to come to the community in the suburbs of the city and see the lights from a distance," Bailey said . ".
"I understand these concerns, but I think we have the conditions to address them.
They can be darkened or turned off completely.
