According to new data, only one of the 17 high-speed cameras in East Midlands is a digital camera.
Increasing the number of digital cameras will help reduce crashes, activists say, as they are more reliable than using standard film.
At present, only 16 digital cameras are used for 258 cameras, and the shooting time is longer.
The security partnership in the region responded to a survey of road safety support.
According to figures commissioned by the chief police association, there are no figures for Derby and Derbyshire, with only 113 standard or "wet film" operating units.
The county's road safety partnership is not intended to escalate in the next 12 months.

Jonathan Clarkson, a road safety partner from Leicester and Rutland, said the group found that its wet film camera's speed enforcement in the area was still reliable.
There are 62 wet film cameras in Nottingham county, and it is planned to add another digital camera to the existing 15 cameras.
A spokesman for the Nottingham county security camera partner said they are always digital whenever new cameras are installed.
Nick Batty of road safety group Brake said more speed cameras should be transferred to digital devices, but accepted budget cuts have reduced the authority's ability to update technology.
"High-speed cameras have proven effective in reducing devastating crashes and casualties," he explained . ".
