Local funding shortages have forced many schools to borrow money and cut maintenance and construction projects, according to a new poll.
Authorities in the UK for more than three quarters claimed that they did not get enough cash from the government to create the required additional school places by 2017.

As concerns have intensified about the shortage of school places due in part to rising birth rates and changes in the local population, the report was released.
Councillor David Simmonds, chairman of the LGA Committee for Children and Youth, said: "This black hole is so large that council taxpayers are unable to pay for the construction of a new school.
"The lack of school places is no longer limited to primary schools, but it is spread to secondary schools. nationwide, we estimate that more than 200,000 places are needed.
"Parliament faces the challenge of creating places in the right areas on time, when they are also short of money.

LGA claims that 130,000 new places will be needed for 2017/18 and 80,716 new secondary places will be required for 2019/2020.
A spokeswoman for DfE said: "We are doing everything we can to prevent an unprecedented increase in the number of classes affected, and Parliament has a legal obligation to provide schools for children in their area.
