VINELAND —
Police officer Albert Vargas of the Vineland Police station carried a camera through the new police Sports League building on Sixth Street on Tuesday, highlighting changes in every corner of the building.
In last February, the city took over the original concert venue for Hangar 84, replacing the old friend building just a block away.
"Mayor Romano believes in this friend," Vargas said . ".
"He didn't want to see it die.
"According to Vargas, the city has a lien on the new 6 th Street property, and PAL pays off at $2,000 a year.
Instead of getting any funds from the city, PAL operates by raising its own funds and applying for grants.
The only cost passed on to the children is the insurance fee.
For $20, they can participate in any sport or program provided by PAL.
When Vargas was in charge of the project, the shape of the building was not the best, and the camera also had evidence.
There are holes in the walls, and almost every inch of the building requires a new coat of paint.
Vargas said, "I think, 'What did I get in? '.
"We are facing great challenges.
We have no manpower.
But we got the building and there was no way back.
"Almost a year later, it was very obvious that Vargas and his little volunteer army were working in the building.
Still, more work and help is needed before kids in every corner of the community call the building home.
Speaking about the interior of the building, Vargas said: "In fact, it does more than it seems . " The dust of the building is still covered.
"We just need to clean it up a little.
He said he was hopeful about the opening of the spring, and the completion of the building would bring a new era of improvement to Vineland PAL. —
Every day, Vargas said, someone came up and asked him when he could finish it.

The old building of PAL is too small to accommodate all the sports provided by the project and the equipment must be rotated and moved away.
The new building is large enough to provide a dedicated space for each sport, which Vargas believes will allow more children to join the PAL.
"This opens the door for more children to do more," he said . ".
People have asked Vargas to add more sports, and he said that once the project is completed, PAL will soon be able to add football and track and field events.
Vargas estimates that 140 children are currently in the PAL Basketball League and says up to 45 children are taking karate classes before the coach leaves to start his own private business.
Now, these classes are on hold until they find new teachers and complete the new building.
Vargas, who has been involved in the city's PAL for about three years, says the project has had a positive impact on the community.
"It would be worse if we didn't have friends," he said . ".
"We have a lot of talented kids coming here and we help them out of trouble.
"He tells the story of a former friend boxer who joined the program after joining a gang and thinks the program helped him get rid of the lifestyle.
"He's exhausted," Vargas said . "
"I talked to him now and he wants him to get rid of them.
We still keep in touch.
"As police, we lock people up every day.

Most of the interior of the building is nearing the end of the renovation.
The walls and ceilings were impeccable.
The only task left is to install the floor tiles and install the equipment.
Vargas said he needed more skilled volunteers to help him.
Restaurants that sell food during the PAL event, a bit like premium franchise stalls, still need some finishing touches and grill.
The karate room was the only unfinished room that PAL had acquired the building and needed the greatest improvement.
Vargas was lucky and he got some help.
Students at the Cumberland County Technical Education Center have used the karate room program as their own project to hone their skills under the guidance of Frank Hongfu, a school woodworking program lecturer.
Flood said his friend called him to see if his students would attend the program.
"I think they can handle it very easily," said Flood . ".
About half of his woodworking class will contribute their strength.
"They have to stay ahead academically," he said . ".
"These guys are top notch.
"This group of students ranges in age from 16 to 18, and even includes several 32-year-old adult students.

Jeremiah Roberts, 18, has just graduated from high school but is still helping with the PAL program.
Flood says he is the best drywall mechanic he has seen in 18 years.

Roberts felt that he was better prepared after his friend's experience.
"I can do more than I did at the beginning," he said . ".
"It makes me feel more real after school.

Flood speculated that his students would be able to finish their work by going to the PAL building about 12 times.
Construction professionals may stop to show their skills and look for students for future work, he said. —
On average, Vargas works 55 hours a week in the new PAL building, and his commitment to the project is not rash.
