vladimir putin says 'smart' kim jong un wants security before dropping nuclear powers - smart

President Putin said North Korea is open to a nuclear-free regime, but North Korea needs security until it continues.
Putin and Kim Jong Un attended their historic summit for the first time in Vladivostok, Russia's Far East city.
