President Putin said North Korea is open to a nuclear-free regime, but North Korea needs security until it continues.
Putin and Kim Jong Un attended their historic summit for the first time in Vladivostok, Russia's Far East city.
Later, the two announced the success of the summit. Putin called Kim Jong Il "a smart and interesting person ".
When the leaders separated, they waved and smiled at each other.

He added: "I am pleased to say that today's extraordinary meeting is the logical result of the friendship between the two countries, which has been around for a long time.
"The two sides also held discussions on trade and worker mobility, and Putin said he hoped Russia would complete some infrastructure projects with North Korea.
He added that Russia is satisfied with North Korean workers currently in Russia.
Putin also said Russia is willing to discuss gas and oil pipelines with North Korea.
