The story Dragon Palace Hotel has long been a stain on Pyongyang's skyline.
Since 1987, the world's tallest uninhabited building has been standing above the North Korean capital, and the magnificent but empty pyramid is completely dark except for the only aircraft warning light on the top.
Outsiders see the unfinished building as a microcosm of failure, which is rarely mentioned by domestic people.
That is to say, until the lighting designer Kim Yong day once again makes the building a hot topic in the city.
